Yes DE was a slave state until 1865 when the last few slaves were freed.
Kent and Sussex County DE is very Southern in culture and in political aspects. In fact if you previously read articles on this site, in Wilmington, they had a 100 gun salute at the news of South Carolia leaving the ‘union’.
